Kelvin Grove leans rental. At the last census just 12.7 percent of homes here were owned outright and 20.4 percent were mortgaged, so tenants occupy most of the stock around Kelvin Grove. These rules decide who pays for the next leaking pipe, and our licensed plumbers work through them every week.

Owner and Tenant Duties When Something Breaks

Paying sits with the owner side, and the Act requires the rental to stay in good repair from start to finish. The tenant's job is to report damage or a needed repair promptly. A repair the Act does not list as an emergency is routine, and the fix must follow within a reasonable time after the report.

Two duties sit side by side:

  • The owner side hands over clean, liveable premises that meet the minimum housing standards and keeps them that way.
  • The tenant tells the manager or owner about damage or needed repairs promptly and keeps the place clean.

Only very minor jobs are open to a tenant with no licensee: changing a shower head, replacing tap washers and swapping toilet cistern washers. Nearly everything past those needs a licensed plumber.

Getting Repaid for an Emergency Repair

The cap sits at 4 weeks' rent. If the emergency contact cannot be reached within a reasonable timeframe, the Act lets the tenant or the property manager arrange a suitably qualified person, up to that cap.

The paperwork is short:

  • The tenant hands the manager or owner the invoice or receipt and asks in writing for the money.
  • The Act requires repayment inside seven days, either to the tenant or straight to the invoice.
  • A manager who pays can deduct the cost, up to the same cap, from rent already collected before passing the rest to the owner.

Plumbing Faults the Law Calls Emergencies

The Act's urgent list covers six plumbing and gas faults:

  • any gas leak
  • a total loss of the gas or water supply
  • a toilet that is blocked or broken
  • a water service that bursts, or one leaking seriously
  • flood water entering, or serious flood damage
  • an essential appliance for cooking, heating or hot water breaking down

The list reaches further. A fault that could injure a person, damage property or unduly inconvenience the tenant is listed too, and so is any fault leaving the premises unsafe or insecure. Repairs tied to the minimum housing standards count as emergencies as well.

The tenancy agreement names the nominated repairer, with a phone number, and sets the first contact for emergencies: the manager, the owner or that repairer. A verbal report is enough, and the tenant rings that person as soon as the problem is known.

Anything unlisted is routine. A dripping mixer or a slow laundry tub still gets fixed, just through the ordinary reporting path.

Who Pays the Water Bill in a Rental

A tenant pays for all water usage only when three conditions line up:

  • the home is individually metered, or its water arrives by vehicle, and it meets the water efficiency rules
  • the tenancy agreement states the tenant pays for water
  • the owner or manager hands the tenant a copy of the water bill inside 4 weeks of receiving it

From there the tenant gets 4 weeks to pay. Miss the first deadline and that bill does not have to be paid at all.

What passes on, and what stays put:

  • The State's bulk water charge, plus the usage charges, can pass to the tenant once every condition is met.
  • The sewerage usage charge stays with the owner or manager, because the Act leaves it off the service charges, and so do the fixed water and sewerage access charges.

Business Queensland sets the same test from the owner's side. Full consumption costs pass on only where the building has individual meters and efficient showerheads, toilets and tapware, including kitchen sinks, bathroom basins and laundry tubs, with the arrangement written into the agreement.

Where a rental is not water efficient, the owner or manager pays a reasonable amount of water and the tenant may only be asked for the excess, agreed as a special term. An owner hit with a big bill caused by a concealed leak may find relief through the Queensland Government or the utility, and a licensed plumber's report starts that path.

When to Call a Plumber

Call a plumber the moment a fault on the urgent list shows up, and report it to the manager or owner at the same time. Cottages near the old tram route still run galvanised supply lines, and corrosion eats at the fittings until a pinhole opens inside a wall. A damp patch spreading across a bedroom wall overnight deserves an urgent report, not a wait-and-see.

Routine faults still deserve a prompt call once reported. Weak flow or discoloured water from ageing steel, a cistern that keeps running and a shower that will not hold temperature are booked jobs. The rental property plumbing page covers the efficiency test and the repair work in detail.

Which plumbing problems count as emergency repairs in a rental?

The Act names six urgent plumbing faults. The list covers any gas leak, a water service that bursts or leaks seriously, a toilet that is blocked or broken, a total loss of the water or gas supply, flooding, and an essential appliance for cooking, heating or hot water breaking down. Anything left off the list is routine.

Is a burst pipe in a Kelvin Grove rental an emergency repair?

Yes, a burst water service is on the Act's urgent list, and so is a serious leak on that same service. A toilet that is blocked or broken and a total loss of the water supply are listed too, so a burst pipe counts as urgent from the first report.

How does a tenant get repaid for an emergency repair they paid for?

The tenant hands over the invoice or receipt and asks in writing for the money. The Act then requires the owner or manager to reimburse the tenant or pay the invoice within seven days.

Does a tenant in Kelvin Grove pay the water bill?

Yes, but only under three conditions. The home needs its own meter and water efficiency, the agreement has to say the tenant pays, and the owner or manager gives the tenant the bill within 4 weeks of getting it. The tenant then has 4 weeks to pay.
